STELLA’s presentation and history




STELLA provides environmental and management consulting services for public and private sector clients worldwide, including government agencies, funding institutions, private investors, and industry. Our staff has worked for the European Commission, the European Investment Bank, the World Bank, the US Agency for International Development, the United Nations Development Programme, the United Nations Industrial Development Organization, the US Trade and Development Agency, ministries and other public agencies, municipalities, and private companies. We help our clients to assess environmental and development issues, formulate environment and development strategies, and design and implement specific actions.


Typical STELLA services include environmental assessments and compliance audits, feasibility studies, strategies and action plans, economic and financial analyses, impact and risk assessments, organisational and institutional development, capacity building and training, and communication. STELLA provides these services in solid and hazardous waste management, water/wastewater management, industrial pollution control, air pollution control, emergency preparedness and response, coastal and marine zones management, and biodiversity conservation


STELLA was founded in 1993 by two senior environmental and management consulting professionals with more than 30 years of combined experience in international environment and development project management, in particular in Europe, the Middle East and North Africa, Eastern Europe, Latin America, and Southeast Asia. Today, STELLA employs or has access to a select network of over 100 dedicated and qualified professionals with proven experience in environmental science, engineering, technology, law, policy, management, economics, finance, public administration, local development, communications, and training. Building on this vast network, and on our cultural sensitivity and language skills, we help our clients design and implement innovative and cost effective solutions that are adapted to their needs. To serve its clients more effectively, STELLA has established three office locations in Brussels, Belgium; Paris, France; and near Washington, DC, United States.

Bringing people and ideas together

Working closely with key stakeholders, STELLA staff has helped to select adequate technologies and sites for wastewater treatment in Morocco.





Securing project financing and cost recovery to ensure sustainability

STELLA staff has helped government agencies, municipalities, and industry groups to obtain financing or co-financing and ensure cost recovery for environmental projects, including two waste management facilities worth €20 million in China, a €40 million plasma plant to treat hazardous waste in Malaysia, and water projects worth over €4 million in Morocco



Establishing public-private partnerships to build and operate environmental projects


In Morocco, STELLA staff has established long-term partnerships among local governments, Non-Governmental Organisations, and industry and has helped them to plan, design, build, and operate a wastewater treatment and reuse plant in Drarga and a chromium recovery facility for tannery effluents in Fez.



Encouraging decentralised cooperation among municipalities and villages


For Medcities, a network of Mediterranean cities, STELLA staff has conducted municipal environmental audits to improve environmental management practices all around the Mediterranean.





Capacity building and training


STELLA has strengthened the capacity of institutions to manage and monitor the environment, such as Romania's Ministry of Environment and Water Management and Mianyang's Environmental Sanitation Bureau in China.





Identifying cost-effective environmental investments


In Vietnam, STELLA helped prioritise environmental infrastructure projects in 24 medium-sized urban centres (population between 90,000 and 350,000). STELLA has also helped Romania's Ministry of Environment and Water Management prioritise investments to comply with the implementation of EU environmental directives.



Promoting trade and development


STELLA staff has helped US and European development agencies and private companies promote and export environmental technologies and services to Southeast Asia and Latin America
